Creative Partnerships TV
Digital technology is increasingly being used by teachers, artists, businesses, community organisations and consumers not only as a means of creative production but also to distribute information and ‘content’ more widely, and develop online communities. Creative Partnerships Tendring, which aims to work with artists to improve young people’s skills and self confidence and help them and their teachers to develop their creativity, wanted to explore how it could use digital technology to do this.
CPT asked the hub to produce a feasibility study into a local community digital TV channel for the area of Essex it serves. As part of our brief we were asked to provide examples of existing community TV stations; examine relevant industrial issues and governmental policies, future scope technology and identify how intellectual property rights connected to content production and distribution might be managed. Looking at the local context, we explored current digital and analogue broadcast provision in the area; analysed the potential benefits of a locally-based community TV channel, considered relevant availability and access issues, identified partnership opportunities and set out proposals for how a community TV channel might operate as a viable, independent enterprise in Tendring.
This project really excited us, as we’re really interested in how people use digital technology to create a wide range of creative learning and social capacity building opportunities, and are exploring this in the context of our own skills development programme. The project gave us the opportunity to review different local, national and international channel models, relate these to government and EU policies which currently govern broadcast, and also get out hands dirty and devise and test our own proposed model for Tendring.
CPT was very excited by our proposals and is currently working up with partners plans for how to move forward with CP TV.
